Samak presses ahead with charter rewrite

Thailand’s Prime Minister Samak Sundaravej insisted Friday he will conduct a public referendum to see whether a clear majority of the public prefers to amend the 2007 Constitution, or not, and for that reason may issue an executive decree to legalise it.

The premier said he had not been aware earlier that there is currently no law to endorse a referendum and therefore an executive decree may be issued via parliamentary channels.

Samak said he will consult with the Council of State Saturday about issuing an executive decree by his government.

The planned decree for a constitutional referendum might be tabled for cabinet approval on Tuesday, in which case executive decree may be forwarded to parliament during the planned extraordinary session, June 9 to 30, planned for debate on the Budget Bill.

The premier insisted he was by no means interfering in the legislative affairs of the House of Representatives, despite the recent lodging of a constitution amendment bid by government MPs and senators.
