PTT bags P500 mln for Malaya plant
PTT Philippines Corporation, a subsidiary of PTT Public Co. Ltd. of Thailand, cornered the P500 million fuel supply contract intended for the 650-megawatt Malaya thermal power facility of state-run National Power Corporation, according to a report in Manila Bulletin.

The Thai firm won the July 30 bidding undertaken by NPC for the August 1-31, 2007 fuel oil supply for the Malaya thermal plant. This involves the delivery of 21,890 kilo liters for an approved budget of P499.92 million. NPC supplies fuel to the plant as provided under its agreement with Korea Electric Power Corporation (Kepco), the operator of the facility.

The Malaya facility was one of those which run out of fuel during the July 25 rolling brownouts that gripped Luzon grid for about eight hours. Aside from PTT, the bidding for Malaya’s fuel requirement also engaged the participation of Petron Corporation, Pilipinas Shell Petroleum Corporation, Chevron Philippines Inc. and Filpride Resources Inc.

Based on the tender documents issued by NPC, the fuel oil supply shall be delivered using a minimum of two double bottom/hull barges with a minimum of 300 kiloliters capacity per barge. The company must ensure minimum of six barge-deliveries per week for the entire duration of the contract.

For the meantime, NPC is assured of fuel supply for its Malaya facility. However, it needs to immediately procure for the coming months with warnings that the "dry spell season" is not over yet. The oil-based power facilities are being run at peaking hours or the period when electricity consumption reaches high volume.

However, due to the low availability of hydropower plants and the recurrent fuel run of coal supply, the oil-based power plants are often run to plug capacity gap in the system. Manila Bulletin
